Mesa 10.3 is available now on upcoming FreeBSD 10.1-RELEASE. Mesa 9.1 is still
the version provided on FreeBSD 8.x, 9.x and 10.0. The problem is our Intel
driver which gain a feature required by Mesa 9.2 and later in 10.1-RELEASE
only.

xf86-video-ati-7.5.0 will be available in the future too. We didn't commit
7.4.0 because it crashes for some users. So as soon as we are comfortable with
7.5.0, it will hit the Ports tree.

Now, xserver 1.15 or 1.16 is another problem. It depends on Mesa 9.2 which
isn't available on all releases, as mentionned above. We could resurrect some
kind of WITH_NEW_XORG but I'm sure no developer wants that again. It's a real
pain to maintain, difficult to implement properly (ie. with options to permit
all combinations desired by the users) and very confusing for everyone in the
end. It took us a long time to get rid of it, we don't want to add it again now
:)

The real proper solution is to implement the "Provides" feature I talked about
in my previous comment. Meanwhile, there's the xorg-dev repository for users
willing to use more modern ports.
