xorg-devel is a area where we prepare for future xorg/mesa updates. 
The problem with xorg-server 1.14 is that it wants KMS drivers.
Xorg-server 1.15 wants MESA 9.2+.

The reason why we don't do mesa-devel or xorg-devel ports is because it is a
nightmare to maintain. The current situation with WITH_NEW_XORG is already
messy.
