Mesa 9.2+ could be enabled on 8.4

The reason Mesa 9.2+ cannot work on releases lower than 10.1 is that the
lack hardware context doesn't play nice with it when using Intel GPU's.
But Intel GPU drivers are broken on 8.4 anyway, so it shouldn't really
matter since users are expected to run Vesa, AMD UMS or Nvidia drivers.
