Interesting. I run emacs regularly on 7.5.2 and I don't see this at
all. GCONF option is on. amd64 running 9.0-stable from April.
Here are my options:
    CANNA=off: Canna support
     DBUS=on: DBus support
     GCONF=on: GConf support
     GIF=on: GIF images support
     GTK2=on: Use GTK+ widgets
     JPEG=on: JPEG images support
     M17N=on: M17N support for text-shaping
     MOTIF=off: Use Motif widgets
     OTF=on: Opentype fonts support
     PNG=on: PNG images support
     SOUND=on: Sound support
     SOURCES=on: Install source code
     SVG=on: SVG images support
     TIFF=on: TIFF images support
     XAW=off: Use Athena widgets
     XAW3D=off: Use Athena3D widgets
     SYNC_INPUT=on: Synchronously process asynchronous input
     SCROLLBARS=on: Without toolkit scroll-bars
     XFT=on: Freetype fonts support
     XIM=on: X Input Method support
     XPM=on: XPM images support
