libxcb-xlib.la: No such file or directory

I have three machines that I've updated the ports tree since the Xorg
7.4 import.  I've wiped out every package I had installed and started
from scratch due to the fact that I had previously been using the ports
tree with the xorg-7.4-111608 patch applied, and wanted a clean setup.

Unfortunately various applications are failing to install due to the
same error:

I keep hearing that I need to rebuild every application after updating
libxcb, but I want to stress that I started without *any* applications.

Any ideas?
