xorg-7.3 and swapped CTRL_L and Caps_Lock

I have the same problem with xorg 7.3 from the ports, C- and M-, pressed
together, are interpreted as only C-. It makes emacs almost unusable.
This is on bare X+fvwm2, no gnome.
