Some 6.9 remain installed - is this normal?

After the upgrade to 7.2 according to /usr/src/UPDATING,
some installed packages remain 6.9, one more 'portupgrade -a' does nothing:

~ # export XORG_UPGRADE=yes
~ # portupgrade -a
