UPDATING instructions

The current UPDATING instructions do not mention the gstreamer
workaround and still has a paragraph about pre-commit testing.  I think
the instructions need to be updated with all of the current errata,
unless we're doing that somewhere else.  I can take care of this if
you'd like.
