cgi/query-pr.cgi does not show things correctly

I've fixed the PR. It looks reasonable now.

Unfortunately, due to the free-form nature of GNATS, PRs are very
difficult to parse reliably, and adding bits in manually aggravates the
situation somewhat.

For future reference:

- The script expects a single space before each line of a reply (message
  body only).

- Adding "--- patchname.diff (begins|ends) here ---" before/after
  patches allows them to be easily found.

- The PR's URL (http://www.freebsd.org/cgi/query-pr.cgi?pr=xxxxx) is
  expected after Responsible-Changed-Why on a line of its own.

- There should be a single empty line between each reply/state-change
  block.

If you find any more badly-handled PRs (that can't be fixed with the
above), let me know.
