UTF-8 in cvsweb

Well, since commit messages are suposed to be ASCII I would say
probably no.  IE. see the (lack of) headers set in commit mails.

At times other commit mails are in ISO-8859-1, so I don't think it's
really possible expect anything but ASCII to really work.
