broken problem report query

  I just queried "burncd" and then re-queried it with "closed reports too:"
set.

  With "closed reports too" checked, it said there were no matching
reports, but there had been when I first checked.  Since there are
open reports, I would expect that the collection of both {open,closed}
reports would not be empty.

  Looks broken.
