[PATCH] Minor nits for 5.3-R schedule

Dear Release Engineering Team,

I guess the 5.3-BETA4 date should be later than 5.3-BETA3 so the "Aug" there
should be "Sep".

In addition, add a space after davidxu's entity so the todo webpage will look
better.
