cvsweb backend down?

Greetings,

It seems that the backend server of cvsweb (and other cgi/ services)
has been down as I get this when visiting it:

Proxy Error
The proxy server received an invalid response from an upstream server.
The proxy server could not handle the request GET /cgi/cvsweb.cgi/www/en/developers.sgml.

Reason: Could not connect to remote machine: Connection refused
