[net80211] don't send HT info bits in association requests if we're not on a HT
channel

.. i'm not sure if this is correct. 11n channels are supposed to be 'upgraded'
to, so please double-check that this is correct. Ie, they start as 11b, 11a,
11g and end up going to 11n.

I've tested this on iwn(4) as a STA in auto (11ng) and 11b mode via (ifconfig
wlan0 mode 11b / ifconfig wlan0 mode auto). It seems to work. The AP I'm
associating to sees the correct set of capabilities.
