What channel is it associating on?

Typically when that happens it's because the rate control code found that the
rate table was changing very frequently from underneath it and a lot of the
wifi driver code assumed the rate table wouldn't change that frequently.

Is ath0 the AP or STA?

So there's two parts:

* figure out why your rate table keeps changing;
* figure out a better way to handle that in the rate table code.
