This bug is about PCI passthrough device, not SRIOV. For SRIOV, currently we
only support Mellanox NICs on HyperV.

For the broken of PCI passthrough, I have not checked in fix yet. I think we
can just reserve the MMIO address (0xf8000000, 0xf8800000) so it won't get
assigned to other devices. If you are talk about PCI passthrough, maybe you can
provide a reproducible test machine so I can verify the fix on it.
