Those are a red herring.  The next few lines down in dmesg show that a child
device allocated resources ok which meant that pcib7 allocated fresh resources
for its I/O windows.  You could verify this with 'pciconf -lB pcib7' and see
that it has valid ranges for I/O and memory decoding, but the child device
(xhci0) would not be able to attach successfully if we hadn't allocated valid
windows in the parent bridge.
