make po in handbook doesn't work

Oh, now I understood that more than I expected can be removed
also -- I was just focusing on removing `SRC+= */chapter.xml`
only.  (Actually, I had problem when running `make FORMATS=html`
which says `don't know how to make chapters.ent`.  removing extra
SRC+= * solved this problem :)

This solution (it seems that `make` is appropriate rather than
`make make`) with trimming Makefile made the whole translation
process working.  Thanks!
