How to update the directory structure of porters-handbook in zh_TW

I submit the Makefile from spanish version to update the Traditional
Chinese version.
But my reviewer asked me "Is the SYMLINKS needed"?

SYMLINKS= ${DESTDIR} index.html handbook.html

Do we need this SYMLINKS ?

The Makefile in Example 12.2 does not have this SYMLINK.
