Okay, I went back and forth through the LLVM libunwind history, and this is the
particular change that fixes the issue: https://reviews.llvm.org/rL316224

It is a pretty small fix, which should be suitable for a releng branch.  I have
no idea what kind of paperwork is needed for an EN, though.
