Bisecting shows this to have been introduced with
https://reviews.llvm.org/rL203575 ("ARM: enable tail call optimisation on Thumb
2").  Since that is a very old commit, we seem to be hitting an edge case.

I'll submit a PR upstream, but I would not get my hopes up :)
