I'm not sure why il.kbd would be last, but indeed it has an oddity. The names
for il.kbd are:

il.kbd:en:Hebrew
il.kbd:de:Hebräisch
il.kbd:fr:Hébreu
il.kbd::תירבע

the final entry has no language code and perhaps this trips over a bug in
kbdmap.
