install error with r263638

I am looking into this.

No, canmount=off doesn't seem right here. We do that for /usr because we
create /usr/home and /usr/ports under it and don't want any /usr/bin or
/usr/sbin or /usr/* going into the /usr dataset, we want it in the BE
dataset of zroot/ZROOT/default.
