keso.fi is a domain for a regional technical college in Finland - which
actually is no more, after merging with another one. These kinds of
organizations usually don't have maintenance of NTP services very high on
the list of their priorities. They have moved their web presence under a
different domain, and eventually when the old one expires, it may well be
gone forever. Considering the pace this PR changes, that is happening
quite soon.
Mikes (as mentioned in the original PR), offers public NTP service, and
neither the organization, domain nor the services are likely to suddenly
disappear, as they are official maintainers of time standards in
Finland. (... and more than that, as their front page tells: "MIKES
metrology realises the SI system measurement units in Finland.") These
official time standards are not freely available, but stratum 2 service is
offered at as best effort service. This is described at

"Julkinen NTP-palvelu"), which Google can translate to bearable English.
