APU3 ethernet can't transmit

Updating the firmware to apu2_v4.11.0.6.rom didn't change a thing. Somebody suggested turning off LRO, but that didn't help either.
I have another APU2 with 12.1 that is doing just fine. I guess I can downgrade and see if that changes anything.
