If not interrupt routing problem, it can be USB problem too.

You could "play" with BIOS SETUP USB settings, if any, and/or
use kernel with options USB_DEBUG and try hw.usb.debug=4, hw.usb.uhub.debug=4, hw.usb.xhci.msix=0
