Bug 208132 (SIGTERM issules with chs) appears to affect STABLE too

Just updated a machine to stable r297184 and I am now seeing
the non terninating services problem decribed here:

A quick 'svn log' on /usr/src/bin/csh/config_p.h shows that it too
has the patch which wa sin 1.3, but this has not been everted in -STABLE, so I
am guessing its the same issue ?
