There has to be a better way of merging /etc during a major freebsd-update

It is a strange. I am not using SU+J on any machine, but some machines 
did hang on reboot after freebsd-update even on an older releases like 
8.x or 9.x.

Upgraded from 9.1 an 9.2 to 10.1 from sources and rebooted without problem.
