Did you also remove XENHVM?  Note the comment in GENERIC:

# Xen HVM Guest Optimizations
# NOTE: XENHVM depends on xenpci.  They must be added or removed together.
options         XENHVM          # Xen HVM kernel infrastructure
device          xenpci          # Xen HVM Hypervisor services driver
