This is the default now so you can remove this.

In your config.log I find this:

So you still have O_NOATIME in /usr/include/fcntl.h.  That shouldn't
be there.  You can verify that here:

You need to find out why your fcntl.h does define that value.
Do you have any local modifications in /usr/src?
Do you build with -DNO_CLEAN maybe?  What if you build without that?
