This should be correct.

This change re-allowed FreeBSD 10 to use libiconv from ports:

And this change made the php-iconv ports use it to fix a bug:
http://svnweb.freebsd.org/ports?view=revision&revision=341778

However some other ports are unaware (unless fixed already) that
libiconv is now allowed yet they complain about it.
