can't build ^/releng/9.2 from ^/releng/9.1

Hi all.

Just tried building 9.2 on one of my servers:

===> usr.bin/makewhatis (obj,depend,all,install)
install -C -s -o root -g wheel -m 555   makewhatis 
/usr/obj/usr/src/tmp/legacy/usr/bin/makewhatis
install -C -o root  -g wheel -m 555 
/usr/src/usr.bin/makewhatis/makewhatis.local.sh

/usr/obj/usr/src/tmp/legacy/usr/libexec/catman.local -> 
/usr/obj/usr/src/tmp/legacy/usr/libexec/makewhatis.local
install: illegal option -- l

I know I can build and install `install` by hand but this impales 
updating process a bit...
