i386/179112: 9.1 installer panics with a kmem_malloc() failure on i386 embedded systems

Did the kmem_size_scale parameter get changed too?

Did you test this on 128mb or 256mb of RAM (in a VM will do) to see if
you still panic shortly after boot? Doing any kind of file/net IO
quickly leads to death.
