buildworld with clang breaks because no cc

I went ahead and hacked gnu/lib/Makefile and changed to:

if ${MK_CXX} != "no"
#SUBDIR+= libstdc++ libsupc++

I then restarted buildworld. Next stop, new error:

ls /usr/obj/asp/src/lib/libncp shows and symlink
