pam_unix.c patch. (Respect passwordtime from login.conf if set)

Greetings,

Can someone take care for the MFC of this patch? It's a longstanding problem, patches were tested and very simple
and it's doesn't sound good that freebsd (7 & 8) still does not support/respect password expiration.
