RELENG_7 em problems

Hi Jack,
         I am seeing some issues on RELENG_7 with a specific em nic

em2 at pci0:13:0:0:        class=0x020000 card=0x108c15d9 
chip=0x108c8086 rev=0x03 hdr=0x00

If I disable tso, I am not able to make a tcp connection into the host

Looking at the pcap, the checksum is bad on the syn-ack.  If I 
re-enable tso, it seems to be ok
