rpc.lockd on server only

I upgraded a 5-stable box to 6.1-prerelease yesterday and found the 
following message in /var/log/messages ..

rpc.lockd: open: nfslock: No such file or directory

  .. and rpc.lockd refuses to run.

As it turns out, this machine is intended to be an NFS server only. 
However, if I load the client module, the error goes away and rpc.lockd 
daemonizes correctly.

Is this expected behavior?
