You can set some, but AFAIK not -L. :(

dhcpd.conf:
option rootopts code 130 = text ;
option rootopts "rsize=65536,wsize=65536,tcp";


With PXE and without the BOOTP option it's possible to set -L
loader.conf:
boot.nfsroot.options="nolockd"
