Hi
I have the same problem, its a bug in the hostap-driver that limit it to 
2Mbps.

See this:

media: IEEE 802.11 Wireless Ethernet DS/11Mbps <hostap> (DS/2Mbps <hostap>)

You have declared that you want 11 Mbps but it sets to maximum 2Mbps.
