Atheros chip support in 4.11 & updated if_rl.c code location?

To elaborate further, the if_ath driver would actually be be
particularly tricky to backport as it uses the net80211 framework,
which isn't present in 4.X. (Some other drivers, like simple ethernet
drivers, aren't so hard to backport.)
