NAT works with IP addresses.  Why can't you just use Virtual Hosts in 
Apache?  Do you really need to run both versions?  If so, what you need 
to do is something like this:

Apache 1.3x runs on port 80
Apache 2.x runs on port 8080

redirect 192.168.5.1:80 to 123.123.123.123:80
redirect 192.168.5.2:80 to 123.123.123.123:8080
