Follow the instructions in /etc/syslog.conf for enabling
/var/log/all.log. If that doesn't give you enough information, and
assuming you're using the system ftpd(8), add another '-l' to the
command line flags for the ftp service in /etc/inetd.conf.

Note that there's no way to force anonymous users to give anything
meaningful as their password, and if they're using eg. a web browser
to access your site, chances are you're just going to get a blank as
the password.
