Yup, that's what you'll get at the moment if you cvsup to RELENG_4
(you'll get BRANCH="RC" if you cvsup to RELENG_4_10).

Typically speaking RELENG_4 is a developer branch.  The project tries
to keep that branch as bug-free as possible but if you are going to
track RELENG_4 it is best if you stay up on mail to this mailing list
and that sort of thing.  As of a few days ago RELENG_4_10 exists
and what is on that will be what comes out as the final 4.10 release.

At the point the 4.10 release is done RELENG_4 will start calling
itself "4.10-STABLE".
