OpenSSL library version (in ports)

Since r290207 brought OpenSSL 1.0.2 into -CURRENT, the base and ports
OpenSSL libs have the same shlib version.  This causes (at the least!)
some rather odd confusion.  Should the port be nudged up ahead like it
has been in the past?
