I've been unable to reproduce this on head/amd64/mpt with an Exabyte 
XL.  That is, changing tapes doesn't fail for me.

Can you pass me back more info about your system (boot verbose messages 
might be helpful)?

I'll take a swack at doing RELENG_8 shortly.
