FreeBSD Port: ruby24-gems-2.7.6

Hello.

I created 'devel/ruby-gems' binary package from ports and installed it.
But the resulting package is affected by the 'umask' value at build time.

Because I was 'umask 027', packages installed with gem could not be loaded
(Permission denied...) by ordinary users.

There is no problem if 'umask 022' is set, but I will let you know.
