Reopen the PR.

This PR is as valid today as the day it was originally submitted.  We don't
close accurate PRs that are technically possible to fix.

However, the core issue is swills, a member of both the ruby team and portmgr
doesn't "consider [this to be] a major [problem]" (paraphrased).  This is
absolutely something the portmgr should be enforcing.  I'm going to figure out
where this is documented and if necessary get it documented so there is some
traceability here.

In the meantime, remove ruby@ from assignment since it's clear that the
solution will not come from that team.
