Possibly Incorrectly Specified VuXML for Ruby

Hello,

It looks like the ruby package entry in the recent VuXML entries for the
Ruby rdoc and json issues is incorrectly specified: using portaudit/pkg
audit I am getting false positives for Ruby 1.8 and trying to upgrade to
1.9.3.385,1.

I think the correct package specification should be:

  <package>
    <name>ruby</name>
    <range><gt>1.9</gt></range>
    <range><lt>1.9.3.385,1</lt></range>
  </package>
