Independent of how Rodrigo Osorio feels about www/fcgiwrap there is a larger
issue here that needs a deeper evaluation, and either documentation needs
updated or some code needs changed.

I am taking this bug, considering it a base system rc bug now, and moving
forward.  It is silly to start a new bug as there is far to much good
information in this one to simply close it.
