rc.d scripts can be missed if they aren't ordered with respect to the early-late divider

Me too (e.g., the previously mentioned code in rc.conf) but given that 
we have to take into account stuff from the ports, and it's also not 
impossible that someone would put Wacky::Perl::Script in 
/usr/local/etc/rc.d, I wanted to err on the side of caution. :)
